Responsibilities
Lead detailed analyses of U.S. healthcare policy reforms, including Medicaid policy changes, state affordability initiatives, UPLs, state drug pricing boards, and other state level pricing, reimbursement, and access policies.
Develop, maintain, and apply analytical and financial models to quantify the impact of policy actions across priority markets and the broader BMS portfolio.
Monitor and interpret statutes, regulations, guidance, and budget actions, translating policy developments into clear analytical outputs and summaries for internal stakeholders.
Provide analytical support on select federal policy analytics initiatives, as needed, to ensure continuity, coverage, and alignment across the U.S. policy analytics portfolio.
Assess interactions between state policy initiatives and federal frameworks (e.g., Medicaid, 340B, IRA) to understand combined or downstream impacts on reimbursement.
Support policy research evidence generation by producing analyses, data tables, and visualizations that underpin state policy positions, evidence packages, and advocacy materials.
Contribute analytics that support external policy engagement efforts, including materials used in engagement with policymakers, agencies, and other stakeholders.
Prepare well-structured, executive ready slides and written materials that clearly communicate state policy impacts, assumptions, limitations, and tradeoffs.
Collaborate closely with cross functional partners, including Global Health Systems Analytics, Global Pricing, Global Market Access (MAx), Legal, HEOR, Finance, and Business Insights & Technology (BIT), to ensure alignment and consistency of state policy analytics.
Track emerging policy trends and identify potential risks and opportunities, escalating insights to the Senior Director as appropriate.
Support team operations and knowledge building by documenting methodologies, assumptions, and analytical approaches related to state policy analysis.
Leverage digital tools and AI enabled analytics, where appropriate, to improve efficiency, consistency, and analytical rigor.
Minimum of 5–7 years of experience in U.S. health policy, policy analytics, government pricing, reimbursement analysis, or related roles, with an emphasis on state or federal policy.
Demonstrated experience analyzing state Medicaid policy, state affordability initiatives, UPLs, or other state-driven healthcare reforms; familiarity with state legislative and regulatory processes is strongly preferred.
Working knowledge of relevant federal healthcare policy frameworks (e.g., Medicaid, 340B, IRA) and how they intersect with state policy actions.
Experience building or working with financial, economic, or policy models related to healthcare pricing, reimbursement, or access policies.
Strong ability to synthesize complex and fragmented policy information into clear, concise insights for non-technical audiences.
Excellent written and verbal communication skills, with experience preparing materials for senior internal stakeholders.
Ability to manage multiple workstreams in a fast-paced, evolving policy environment.
Experience working in cross functional, matrixed organizations.
Interest in developing leadership and mentoring skills, with potential to grow into broader workstream or people leadership roles over time.
Familiarity with and willingness to engage with digital or AI enabled analytics tools.
