Responsibilities
Develop and implement a new organization for the accounting department
Lead, motivate and support the team of 18 through the change management process
Ensure the quality and compliance of accounting and financial operations
Oversee accounting closings, budgets and administrative accounts
Liaise with establishment management and institutional partners
Implement management tools and performance indicators
Ensure application of public sector accounting standards and compliance with current regulations
Requirements
Master's degree (or equivalent) in Accounting, Management or Public Finance (BAC+5 or equivalent)
Proven experience in team management and in leading transformation projects
Knowledge of public sector accounting and budgetary rules (M9) is a plus
Leadership, strong organizational skills, diplomacy and ability to unite teams
Proficiency with accounting management IT tools (ERP systems, industry-specific software, dashboards)
Willingness to travel across all departments of the Centre Region
Managerial, organizational and interpersonal skills
Ability to design a new functional organization for the department
Ability to prioritize tasks, manage urgent situations and meet regulatory deadlines
Ability to supervise and bring together a team of 18 staff members
Experience in change management and departmental reorganization
Ability to set clear objectives, monitor results and adjust resources accordingly
Skills in conflict management and individual support/coaching
Ability to develop skills and promote staff development
Ability to collaborate with establishment management and supervisory authorities
Ability to communicate effectively with a variety of stakeholders (staff, managers, partners)
Ability to represent the department in internal and external bodies
