About the role
- Contracts Manager leading contract administration and governance for TSE Facilities project at DAR Engineering. Requires extensive experience in FIDIC-based contracts and regulatory compliance.
Responsibilities
- Lead the full spectrum of contract administration and commercial governance for the TSE (Treated Sewage Effluent) Facilities and Transmission Network project
- Ensure that all contractual mechanisms are properly implemented
- Proactively manage risks and protect Employer’s commercial interests
- Administer construction contracts (Red/Yellow Book or bespoke EPC forms)
- Advise the Project Director on contractual rights and obligations
- Ensure compliance with Conditions of Contract and project-specific amendments
- Oversee issuance of contractual correspondence
- Maintain proper contract records and audit trail
- Review and validate contractor variation proposals
- Ensure timely issuance of variation instructions
- Lead commercial negotiations
- Evaluate Extension of Time (EOT) claims and cost claims
- Prepare recommendations and determinations for claims
- Develop and maintain a Contract Risk Register
- Interface with Employer representatives and key stakeholders,
- Ensure contractual compliance with Saudi regulations and public procurement requirements.
Requirements
- Minimum of Thirteen (13) years of experience in contract/commercial management
- Bachelor’s degree in Civil Engineering, Construction Law, Quantity Surveying from a Western University
- Strong background in FIDIC-based international contracts
- Experience in Middle East (preferably KSA) is highly desirable
- Familiarity with Saudi construction law, Procurement Law and regulatory framework is mandatory
- Western Qualification Requirement Degree obtained from a recognized Western university (UK, Europe, US, Australia, Canada, South Korea, South Africa etc.)
- Demonstrated experience working under internationally recognized contract frameworks and governance standards.
