Procurement Manager leading and delivering end-to-end procurement at Affinity Water. Ensuring compliance and managing tender processes across operational and investment programs.
Responsibilities
Responsible for leading and delivering compliant, end-to-end procurement activity across the Operations (OpEx) pillar.
Manage the full tender lifecycle—from market engagement and strategy development through to evaluation, award, and contract mobilisation.
Ensure compliance with UCR 2016, the Procurement Act 2023 (PA23), and the application of NEC3/4 contracts.
Work across areas such as River Restoration, Control Operations, and Maintenance, Repair & Operations (MRO).
Requirements
Proven experience delivering hands-on, end-to-end procurement in a regulated environment.
Strong working knowledge and practical application of UCR 2016 and Procurement Act 2023 (PA23) regulations.
Demonstrable experience using NEC3/4 contracts, including option selection and commercial mechanisms.
Professional procurement qualification (CIPS or equivalent) is desirable but not essential.
Experience working within utilities, infrastructure, or other regulated sectors is highly desirable.
Experience supporting both operational (OpEx) and capital or programme-based (TOTEX) procurement activity.
A pragmatic, solution-oriented approach with a strong focus on delivery and compliance.
