- Thorough knowledge of public procurement rules and public finance mechanisms
- Knowledge of consultation and negotiation methods and techniques
- Identify and analyze changes in the environment (political, legal, social, economic, technological) affecting a public policy
- Identify evaluation requests and contribute to drafting the terms of reference
- Analyze evaluation indicators and conduct evaluations
- Use evaluation results to develop forward‑looking scenarios and action plans
- Participate in defining and implementing a quality action program
- Contribute to steering, evaluating and improving the quality approach
