Policy and Technology Engineer overseeing documentation practices to streamline construction management for IDOT. Develop policies and procedures while managing staff in a collaborative environment.
Responsibilities
Develops policies and procedures that provide effective support of contract payments.
Establishes uniform construction documentation practices through training and observing documentation practices at district offices and various governmental agencies.
Ensures continued implementation and development of Construction and Materials Management System (CMMS) on a statewide basis.
Considers innovative technologies to streamline Illinois Department of Transportation’s (IDOT) construction management, and provides for procurement of new applications, software and/or equipment as needed.
Directs revisions to the Construction Manual and Construction Memoranda to ensure current practices, procedures, and form changes are incorporated in a timely manner.
Provides technical review for management of special studies and participates in research projects as needed.
Maintains a clear understanding of required materials testing information; and develops and implements changes, as needed, in construction documentation requirements statewide.
Motivates, evaluates, and develops staff to maintain a high level of employee morale and work performance.
Performs duties in compliance with departmental safety rules.
Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
Performs other duties as assigned.
Requirements
Current registration as a Licensed Professional Engineer in the state of Illinois.
Eight years of experience in civil engineering.
Three years supervising staff and managing engineering functions.
Experience developing or working with the Standard Specification for Road and Bridge Construction, contract plans, and special provisions.
Ability to manage and supervise.
Experience investigating and/or helping to implement new technologies, procedures, and or policies.
Ability to problem solve and resolve disputes that may arise.
Proficiency with current software applications (e.g., Microsoft Office Suite, Adobe, Bentley OpenRoads Designer, CMMS, etc.).
Strong oral and written communication skills with the ability to speak in group settings.
Ability to develop and maintain cooperative relationships with staff, contractors, and the public.
Participation in research projects and/or knowledge of the department’s research program.
