About the role
- Responsable Financier pilotant la fonction financière de la Chambre régionale d’Agriculture du Grand Est. Encadrant une équipe pour garantir la performance et la conformité des données financières.
Responsibilities
- Lead a regional team composed of 6 administrative and financial managers and 2 accountants, working closely with departmental management and the Regional Accounting Officer.
- Oversee the financial function of the Regional Chamber: budget preparation and monitoring, accounting, budgetary and cash management, production of financial statements and reporting to governing bodies.
- Ensure the quality, regularity and reliability of the financial data produced.
- Provide technical support to departmental administrative and financial managers in line with regional guidelines.
- Contribute to harmonizing financial practices across the region by disseminating common tools and supporting their implementation.
- Develop financial management and analysis tools to improve the performance of shared support functions.
- Produce indicators and dashboards for regional management and support functions.
- Work closely with the Regional Accounting Officer to ensure regular and compliant record-keeping.
- Ensure compliance with financial procedures and participate in internal and external audits as well as the follow-up of recommendations.
Requirements
- Master's degree (Bac+5) or equivalent in management, accounting or finance
- Proven experience (minimum 5 years) in a similar role; experience in the public or semi-public sector is a plus
- Excellent knowledge of public sector accounting rules
- Proven managerial skills and ability to lead and coordinate a network
- Rigour, autonomy, strong organisational skills and analytical mindset
- Strong interpersonal skills and a collaborative, cross-functional approach
- Proficiency with IT tools: advanced Excel required; knowledge of Qualiac and business intelligence/decision-support tools is a plus
- Driver's license (Category B) required — occasional travel within the Grand Est region
